The Pinewood Community Club, a Homeowners Association and a registered nonprofit corporation of the State of Washington, UBI 605 403 150, Washington State Water System ID 67704, located near Langley, Washington, seeks statements of interest and qualifications from professional engineering firms or individuals for the following project.:

The Pinewood Community Club is seeking a qualified Consultant to provide Professional Engineering services for the design, specifications, and bid proposal for the replacement of approximately 3000 feet of two-inch water system distribution pipe and fittings installed in approximately 1970. The design is to comply with Island County and Washington State Department of Health standards. This project will be funded in part by the Washington State Department of Health (DOH) Drinking Water State Revolving Fund (DWSRF). 

This solicitation is conducted using Qualifications-Based Selection (QBS). Cost proposals shall not be submitted and will not be evaluated as part of this RFQ. Scope of work and fees will be negotiated with the highest-ranked firm following selection.

The Response Deadline is September 28, 2026 at 5:00pm

Submittals including all requested information must be received by the HOA no later than the Response Deadline. Submittals received after that date and time will be rejected without review. Submittals that arrive on time, but are incomplete will be rejected at the HOA’s discretion.
